79 20hp thunderbolt throttle

throttle works fine in forward full range of motion only moves slightly in neutral and reverse???any ideas on a fix is appreciated (tiller)

Look under the carb on the shift linkage there should be a throttle limiter stop that can be adjusted or removed with a 5/16th socket
