9.9 4 stroke loading up at idle speed

Jan. 2004 model #F9.9E.L.B S.N.#OR064482 /. guys this motor had a lot of fuel in the oil . Changed oil, pulled the carb . cleaned both jets and emulshion tube remove the top plate under choke assy. cleaned all 4 holes through to throttle plate area. Remove factory plug over air /fuel mixture screw. With engine running at idle speed still loads up with screw turned completely in should die . Turned idle speed up to 1200 rpm will idle there but when put in gear loads up and dies .Other people l know had to have theres replaced under warranty. If l have to replace this should l use a newer model carb. 2007 and up ?
