I've always just squeezed the gas primer bulb as it lays their horizontally.

Sometimes it gets firm, sometimes not too firm. I thought I needed a new bulb.

It was pointed out to me that if you tip the bulb so the arrow points up while squeezing, the gas will come in the bottom of the bulb, the air will leave the top, and the bulb will get firm.

Duh!

That is very true. But once the engine starts, the bulb will no longer stay firm as fuel is being sucked through it. So once the engine starts, the bulb can be layed in any orientation. If the bulb is ever sucked flat, guess what sort of problem you have! Something for you to ponder.
