5hp Briggs Outboard Surging Problem

I have a 5hp Briggs I use to push my scanoe. It starts easily and idles great. However when I get up to 40% or more throttle it starts to surge. It revs up then down up then down etc. I thought it may be the carb, but I cleaned it thoroughly and changed the plug and fuel filter. It is still surging. I hooked up an inline spark tester and the spark is consistent at idle, however when I rev it up the spark misses at the same time the engine surges. I am guessing this means I have a spark issue? Maybe a coil? Or could it be timing? Suggestions? Thanks for the input.

Very first thing put a new spark plug in it. This can cure alot of spark issues on lawn engines. On briggs lawn engines somtimes the key in the crank that holds the flywheel on can be damaged or almost sheered into. Also be sure there is no water in the gas.

I was going to mention the governor spring, but then you added the loosing spark issue which throws a different wrench into it.

I think The motor has a rev limiter.If not working right it might surge.

It does it in neutral.

then it is 100% normal.

It's supposed to do that. It's defeating your attempt to destroy it.
Briggs 4 strokes are low rpm engines.
Do not mess with the rev limiter. ever.
Go in the lake and have fun with it.

Wear ear plugs.
