Tilt/trim not working '89 Johnson GT200

Yet another problem with my new old motor.

Tilt and trim isn't going up or down. Motor works and plenty of fluid but will not go up or down. I can open the relief valve and pick the motor up and let it down manually. I lift the motor up and close the relief valve and it stays up, but when I hit the switch, the motor works but will not lift or lower. Any ideas?

By the parts breakdown there is a drive coupling in the motor. Could this coupling be defective and the pump it not building pressure?

I thought of that too, but I checked that and it seems to be intact. Any other ideas?
