1981 70hp Carburetor mixture setting

1. Cleaning the carbs and changing the fuel lines i got my motor running to its full potential of about 5,000 rps from the 2,600 it would max at. However after rebuilding the carbs I am not sure how to set them to the right mixture setting. I know to set them one turn out from the seated position but i cant seem to find the sweet spot. The motor seems to lug through and then really just go when you open it up. I solved the fuel delivery problem but im skeptical that is running too rich or lean now. I have the manual for the motor but i was wondering what you guys would say about the mixture needles settings. having two makes it hard to know what is right...

2. Also I still am spraying starting fluid into the carbs to start it up does this have to do with the mixture settings or is there something more serious i should be worrying about?

Ayuh,... The Sparkplugs usually will tell you the answer...
Also I still am spraying starting fluid into the carbs to start it up

Keep doin' That,+ you won't have a motor to worry about...
Starting fluid washes the oil from the bearings....
Use pre-mixed Gas,... Not starting fluid....
Every old Merc. outboard I've seen needs to be pumped up,+ then Choked, til it fires.....
