Isn't that the drain hole, PO probably though it was leaking and stuck a self tapper in.

So, it is just water drain hole, I can just find any screw that fits it,

That looks like a furnace-installer's sheet metal screw, and what I think the other posters are getting at is that it's not supposed to havea screw in it.

It is'nt a question of what type of screw it is. The point is that it's a drain hole to prevent freese breakage in cold wether. That hole should'nt be plugged.

That hole drains the motor leg. Make sure it's clear of obstructions. If you see gunk coming out after running motor, don't fret.. It's just unburned fuel/oil mix and totally normal.

This is the challenge of working on old boats: you encounter something that a PO did wrong and assume it's correct, and then work around it.
You also find that a PO rigged something different that is nonetheless a proper alternative, but now your motor doesn't match the diagrams, and you get this conversation:
Owner: it's set up like X
Mechanic: Can't be. OMC never did that.
O; but it is
M: impossible
O: take a look
M: well, I'll be....
And then, with old ones, the motor set-up don't always match the diagrams. Klieghaffer and his old mercuries could be quite contrary.
And finally, the "One Piece at a Time" syndrome: someone put a 19XX head on a 19YY lower unit with 19ZZ carbs--and it runs fine. But try to order parts!

Old VW Beetle and bus motors were often like that. I used to see lots of them with carbs and distributors off of different year motors.

Hey. I used to work on old VW's all the time before outboards. And yes, everything fit on everything. It's just like OMC's. While some might not like getting 'frankenstein' engines, to me that's part of the allure of them. Simple to fix and lots of interchangable parts :)
