no spark

I have an 85 hp chrysler outboard 1981 that is getting no spark at the coil. The manual says that I should have at least 9.5 Volts on the blue wire (ignition wire) on the pole that is connected to the engine block but I only have about .108 v on the blue wire. How to I find the problem, the manual says either the wire, key switch, battery. I have a new battery with a back up and nothing happens when switched. I tested all wires and they all test fine until I get to the coil whch has no power or volts. I did not go into the CD yet, but have good connection and the test lite shows the neutral switch has power when the engine is turning over. I did the test light on the ignition B and S and the light comes on.
