'78 115 Evinrude Ignition Problem

I have a '78 115 evinrude that is double firing I guess is the best way to put it. With a timing light on plug # 1 it is showing #1 and 3 firing, put it on # 3 and only #3 is firing. PUt it on #2 and #2and 4 are firing, put it on #4 and only # 4 is firing. I have done all the tests including short to ground test and it shows everything being good, I replaced the Timer/trigger base and still have the same problem. PLease help this motor is driving me insane. Thanks

It may be the power packs, but they are testing good and for both to go out at the same time is a little puzzling.

Where you are you located. I have a complete ing set up for a '78 115hp johnson you can use to test it if you are close to me.
