9.9 mercury lower cylinder is not firing

hello i have a 9.9 mercury 0h010595 is the serial number i believe it is a 1997 the upper cylinder has fire the lower does not where do i start maybe the coil

A quick coil test is to swap the input wires from coil to coil if the problem stays on the same cyl. it's the coil if it swaps cyls. it's the box or flywheel magnet

ok the boat place i talked to today said the opposite they said to swap the wires and if no change the cdi box is bad so which way is it. i changed the wires and the cylinder that was firing stayed the same no change so what is bad
