1990 120 evinrude carb

I've just purchased a 1990 evinrude 120 hp. It seems to run pretty good.
Decided to clean carbs and noticed that when I have the throttle at max my choke plates are only open about 20 to 25%. I checked my friends and his open 100%. His boat and mine are the same and he does go about 5 miles faster. Do I need to have my carbs reworked? Not sure if they are called choke plates but they are the butterflys.

You don't need the carbs "reworked". You need to have a link and sync done.
Link and sync procedure includes an adjustment to make sure your throttle butterflies are fully closed at idle, and fully open a WOT.

It is an involved set of adjustments, spelled out in detail in the OMC service manual.

You do not have choke plates, rather an electic primer system that shoots gas directly into the intake manifold behind the carbs when you press the key in to activate it.
