After running restart problem

Off trailer runs fine at high speed throttle, but when i shut it down, it takes me forever to get it started and running right and then on take off or throttling up it stalls or dies out. I was told it could be the stator, i already cleaned the carbs and replaced the spark plugs, could the stator be the problem?
Also could running the gas to rich or with to much oil be the problem?
What is the ratio for 5 gallons of gas?
I have a 1994 Evinrude 130 hp.

when it is hard to start immediately check spark, with a spark tester on all cylinders. have you check compression on all cylinders> has the OMS mixing pump been disconnected? it is the automatic oil mixer. if so ratio is 50:1. it really sounds like one or more carbs needs a needle float adjustment (flooding). also a link n sinc may be in order.

The automtic oil mixer has been disconnected. How do you test the spark?
