15 hp 2 stroke mercury wont start

hi I have this 1995? 2 stroke mercury 15 hp. I was wondering if anyone here know what is wrong with it when I have both plugs in the motor wont start. But when I take the top plug out and leave the bottom on, it would fire up. I have check if the top have spark and it does. Is there somethings that I need to look at here. Thanks for any help

Ayuh,... Just like Any other motor, it takes Fuel, Fire,+ Compression, at the Right Time to run...

Try a set of New sparkplugs,... Those might be breaking down under compression...
