1990 Evinrude VRO want Idle but runs great?

For the most part my evinrude has always ran great until now. I will flood the engin out at first trying to start it, then it will start to fire up but unless you push the lever button on the throttle arm and move it forward (in nutural)when it is barley showing life it will not crank up. Now you have to run up the RPMs some until all the smoke clears and then put it back in natural, then real fast put it in gear and go! This takes about 10 min to do. It will run and idle in gear with not problems but I can't put it in natural at all or it will cut off. I check the oil and it was low so I put some in the reservoir but that did not help. I never heard any horn ether. I'm thinking it has to do with low idle or oil sensor not working. Maybe, power pack. Any advice?

sounds like clogged pick up tubes in the slow speed part of the carb. also idle speed, must be set with the motor in the water, and in gear.

Thanks I will check.
I know what I said above is not the proper way to start it but it is the only way it will start righ now. Most of the time I Choke once and it cranks up.

I'd follow Taz' advice. Ad he said, you may have a fuel restriction in the idle passages of the carb body. That engine should idle at 650-700 in gear at the dock. If the idle is too slow, it will constantly die out. The idle is set by adjusting the idle timing.
