Yamaha problems with RPM

I have a 2003 115 hp 4 stroke model 115txrb with 173 hrs.

When the boat was put away for the winter it would run WOT around 5800 RPM I ran it on fresh gas ringfree and stabil. This year after changing filters and running on fresh gas it will sometimes run at 4700 and sometimes up to 5200 but most of the time it bogs down around 3500. I'm running on a portable tank due to below deck tank issues.

Sofar I have changed the portable tank and made sure the vent was open.
I bypassed the water seperator and went direct to the primer ball.
I changed plugs, I used my backup which were fine and did spark test
I have checked all connections up to the motor and all seem secure

Last year I had the VST tank replaced and the injectors rebuilt.

How was the engine stored? Was the fuel treated? Was the fuel in the engine lines and filters treated or straight gas? When it was first run, what fuel were you using?

I would have the filters replaced, VST removed and cleaned to start.
