Is it possible to change the impeller without pulling the powerhead to disconnect the shift rod?

No, I'm sorry to say, that you can't on those.:(

Pulling the powerhead is actually as simple as pulling the lower unit, on that model. There are 7 bolts holding the powerhead down and the throttle lever on the side of the block, plus the two fuel hoses. Be careful when you lift the powerhead off, that the parts for the driveshaft seal don't get lost or broken and take real care of the way they go together. Check these parts over good and make sure they are good to be put back into service. Once you remove the powerhead, you'll also have to unbolt the shift rod. Typically, you'll see two nuts securing it.
While you have it apart, that is a good time to check and make sure the water tube is good and clear. I have seen some in the past, that were corroded completely shut, right at the midjoint, in the leg.

Some of them have a restrictor in that area that gets plugged up over nothing. A slight enlargement of the restrictor with a drill bit works wonders.

Often times, I've used a flex housing, from a lawn mower throttle cable and ran it through the water tube, to make sure that its clog free.:cool:
