"Doggy" 25 hp

I have a 25 hp merc that requires leaving the choke pulled out to keep it running while idling, as well as to take off...the carb was rebuilt, the electric choke was replaced, new spark plugs installed, fully charged battery, new fuel, additives have been added to fuel, throttle has been adjusted, mechanic looked at the motor twice, exchanged stator (have an old 25 hp 'parts' motor that have swapped some parts with)...with the choke out, it will run fine, but as the day goes on, it bogs down to the point where it will shut down....even the mechanic called several other mechanics and they are all stumped...any assistance would be greatly appreciated.

One thought, the choke works by making the fuel mixture richer. How does the motor run at full speed? Can you run it at full speed with the choke off? If so then your idle speed adjustment on the carb is set way too lean. You can put it in water, idle in gear and try turning the screw on the top of the carb counterclockwise just a fraction of a inch at a time and see if this cures the problem.

thanks!!! i have adjusted the throttle, but it was in half-turn increments...it sounds like i need to make minor adjustments instead of what i had been making....i will let you know what happens
