Anyone who guessed bad fuel pump was right. Mechanic was finally able to work on it today.
While trying to crank it, he lightly tapped on the pump with a hammer and it cranked. He said that this sometimes happens when the generator hasn't been run in a while.
I'm going to go ahead and order one as a back-up for when this one gives up the ghost which he said is likely in the not too distant future.

Oh yea, like an idiot, I forgot to get his opinion on the depth of the pick up tube....
