25 hp manual start 1990

Can anyone help me diagnose a start in gear problem? I have a 1990 pull start 25 hp mercury that starts in any gear F/N/R. My other merc (5hp) will not pull in a gear.

There is a lock on the right side of the rope housing if your looking a it from the back. When you put it in gear, the movement of the cables moves that lock into position and locks the rope pully from moving. You should see the assembly near the coil on the housing, or a hole where is should be. Also if it's there, check the spring on it to see if it has enough tension to move it.

This is a pic of the lockout from a 1980, I'm not sure if it is exactly the same as 1990 but the concept should be about the same... the little dogleg thing engages a tab on the pull starter assembly when the motor is in gear and prevents it from moving.

The photo was a great help. I believe my spring is weak. The iboat part site stated the part was no longer available. Any ideas?
