Starting problem - Johnson Seahorse 4HP

Hello!
I am a total newbie. Just bought an old valco 12' with electric troll motor and an outboard. I have a problem starting my 1974 Johnson Seahorse 4hp 4R74R outboard engine. First time we went out could only start it a couple of times after several, several pulls. Even after engine was warm it wouldnt start. Went home. Changed the spark plugs. Had a hard time starting, then pulled the choke out only half way just to try it and she started every single time. Came home. Took her out again and wouldnt even turn over. Wouldnt do anything. Came home, changed spark plugs again. Tried to get her to turn over - dry start for 10 seconds. Nothing. DOn't know what to do next. Would the impeller cause it to not start? What would you recommend. Changed fuel with 50:1 2 cycle oil. Also, the pull cord retracts slowly and this has gotten worse after what seems like hundreds of pulls trying to get her going. Could that be what is causing it? Please forgive my ignorance.

start by checking the sparks as you have already changed the plugs.

I'd expect to pull the choke control out fully to start it, quickly return to about half way, then return fully as it warms up but they all vary.

If when you get it started it will only run with some choke then the carb almost certainly needs cleaning.

The pump impeller wont affect the starting. Its the waterpump for cooling water.

If the starter cord is not rewinding you have problem with the starter assembly but probably just needs cleaning to free it up. Don't mess with it without a manual because that spring is waiting like a caged tiger to escape. Tigers are easier to re-cage than starter springs!

Get the manual..... pull off the flywheel and clean the points. The smaller outboards are sensitive to clean points.
