assuming you have spark on all cylinders (you did test right)make sure the timer base that is under the flywheel is rotating freely and along with the throttle arm that it should be attached to .Sometimes the plastic ball and socket break from age

Re: '82 evinrude 70 hp

I had the same problem with my 83' 70hp Johnson.
I cleaned the fuel filter and adjusted the carbs to allow more fuel.
As what Mikesea said check for spark.
You should also do a cylinder balance test, and compression test.
Worked out great for me!!
I was doing 15mph WOT runs when the motor was sick.
Now by myself I can get her to go up to 42mph!!
Hope that helps.
Goodluck

you need a spark gap tester to test spark..should get a spark with a 7/16 gap.

checked compression it was 105 on all three cylinders
spark gap test was good
changed coil on #2 cylinder seemed to run better and was getting ready to head to the lake to try it out and noticed some chocalate colored looking liquid coming from lower unit and just got it back a week ago.so i'm going to take it back the mechanic tommorrow.then we will see

it is normal to get some oil residue dripping from exhaust, from unburnt oil/fuel.
check your prop shaft seal behind the prop and see..also check to see if you have any water in your gear case.
