replacing carpet on old pontoon boat

have stripped off old carpet and found the area in the rear, where motor was, looks darker, maybe where oil/gas may have spilled. Do I need to treat that with anything before I apply new adhesive and carpet? I use this old pontoon boat as a dock, have removed engine, etc. It is approx 20 years old. thanks for your advice, guys!

What I would do is get a bucket of cheap fiberglass resin and a couple cheapy brushes from dollar tree and coat the whole thing. I love fiberglass, it's like varnish but stronger! Use acetone or laquer thinner to clean the greasy spots first.
