how to test powerpack

60 HP 96 Tracker Marine outboard ran great on Sunday.
When I tried to start it on Monday, it turns over but no sign of firing.
I checked the kill switch to make sure that it hadn't accidentally been tripped. It's in the right position.
I put in starter fluid (WD40) into one of the cylinders, nothing.
I don't have a spark checker but I did hold the plug against the frame while cranking and I can't see a spark but I'm not going to grab hold of it to see if my eyes are bad. I don't know what to check to make sure the power pack is getting electricity. Can someone help me with that?

well the only way to test the power pack is to take the boat in to a shop and have the tested it probably it cost 35 to do the test

With the ignition on, I tested all the leads to the powerpack. None had power. Is that correct? The current wait time on taking the boat in is 3 weeks to a month.
