mercurty sportjet 175 NO POWER

Hi all, hoping someone can help me out. I have a 1997 mercury sport jet 175xr, the boat took on water and the engine was about 1/3 submerged, engine was still able to start. since this happened the boat will only get up to 35mph, it used to reach 50mph, when full throttle the boat climbs in speed like it was a four stroke, it no longer has the snap of a two stroke. I have replaced the plugs, fuel filter, cleaned carbs, not sure where to go from here. Hoping for some advise as to the next step in repair. could it be that a sensor has been damaged by water? probably not a sensor because they are on top. see which cylinders are not firing sounds like you are missing 2
