Tahoe Water In Boat

I purchased a 2006 Tahoe 215 Deck Boat with a 4.3 Mercruiser from an individual. Like a fool I didn't have it check out at a marina prior to putting it into the water. The boat apperared in near new condition. He state that the boat hadn't been in the water since his mechanic changed out the impeller last year. The motor started fine and went into gear fine. However, on the first trip out, within a couple hundred yards, the boat filled with water and while the engine bogged down as I barely got back to the dock. Looks like the right side of the motor exhaust got really hot and the boot on the exhaust burst and/or melted. Yes the plug was installed. When draining the water out of the boat there appeared to be some oil residue in the water. Help me understand what went wrong.

just a guess, but I wonder if the old impeller had broke down and a piece of it got clogged in the exhaust, limiting water flow to that area and causing it to overheat and melt
