Revs in neutral. No power under load with rebuilt carb

I have read alot of posts but haven't found the best solution for mine. I have a 1984 Four Winns 190 with a Merc 470. It revs fine in neutral but has absolutely no get up or speed in gear. It doesn't matter if I slowly accelerate, it still maxes at about 10 -15 mph and low rpm. I just had the carb rebuilt since last summer it was bogging down under full acceleration. Now it revs okay and looking down the carb throat it looks okay when moving the throttle, I am assuming the rebuilt carb is okay(choke also full open when warmed up). It has a water seperator on it(new at end of last summer), new spark plugs, ( mechanical fuel pump new at end of last summer) and the majority of the gas (13 out of the 18 gallons) is fresh. It did sit over the winter with fuel stabilizer in the gas left in the tank. Points and distributor cap were also replaced last summer but there was alot of moisture in the engine compartment when I uncovered it to de-winterize. I did use drying fluid during that process. Not sure where to go next with fuel delivery, timing , compression. I have already replaced some of the parts and they seemed to fix part of the problem but their seems to have been more than one.. Thanks for any advice on where to start.

I guess I thought that if it idled then accelerated that I would get at least a short burst of acceleration with what was already in the carb. I was assuming that once that was gone then it would start to starve the carb if fuel flow rate was the problem. Am I misgauging how fast the fuel would be used that was already in the carb float bowl.
Thanks
