Short shaft or long shaft

What is the proper way to see what u need on a boat?Where do u actually measure from on the engine and on the boat to see what u have or need?Thanks

Motor: from A/V plate to inside of mounting bracket where it sits on transom.

Hull: from top of motor mount to bottom of hull.

Std lengths: short 15", long 20", extra long 25" (and there are a few 30")
