Thanks super,
I'll try this when someone gets home today, I'll need someone to hit the switch while I short. Is this bypassing the solenoid by doing this? I would be relieved if it was just a solenoid problem and something like a 50$ fix at this point.

The switch activates the solenoid. If you're shorting the solenoid, you don't need the switch.

New solenoids are about $12 each.

I also just realized in order to test it this way I would have to put the tilt motor back in, which was one of the bigger pain in the rear situations I encountered with this boat, since I currently have it out laying on my seat in the boat in order to check if the motor was working when operated. Should I check the amperage first maybe? I think I'll just bypass anyway for now and see if the motor spins noticeably quicker or something before I put the motor back in.

Would be a good bet, yes. Could also be your switch, but I would think if your switch was bad you wouldn't get any clicking at all.

*update*
I had a buddy of mine come over today to take a look and brainstorm and we ended up trying the torque wrench on the motor. We couldn't get it to turn the wrench at even 10lbs yet 27 and in fact couldn't get it to click the wrench at the lowest setting.
We took the motor apart and it was pretty dirty and had some oil on one of the bolts and looked liked the brushes could maybe be replaced. Not sure how since I was told the motor had been replaced during the rebuild ( granted which was about 5yrs ago, but has only seen the water twice, that being in the last 4 months ) but who knows. I'm going to take it down to a shop today or this weekend and see if I can get it tested/possibly rebuilt.
My question is I was looking at the price of a new omc 1985 trim motor, and I find anywhere from 75$ to 250$. What are some reliable brands that I can look for. The current brand is a "prestolite". Brands that I am seeing include, evinrude, sierra, api and arco and some off brands from random starter/and alternator shops. Any Ideas on a reliable company/maybe fair price on a rebuild? Thanks for any help guys, I appreciate helping a newbie here out- Ponyy

The reason most switches and solenoids go bad is they have dirty, corroded, or burned contacts inside of them. They may still get a small amount of electric power through them but the dirt/corrosion will result in increased resistance/lower amperage. This may result in getting a full voltage reading and may light a light bulb but not carry a load.

Well,
I went and visited and called a few repair shops today and it seems like nobody rebuilds these things anymore, which is surprising, but not really as it seems these days people will just try to go the easy route or sell you what is the most expensive.
I think I'm just going to buy a new motor and solenoids and hope that the worm gear and clutch pack aren't the culprit. Most of the mechanics I talked to today thought it was a weak motor, but couldn't tell me how to test it, and since the manual told me to test it with the torque wrench, and it didn't click it at 27lbs, hopefully a motor will fix this problem. I need to get this baby back on the water for my Lake Mohave trip in a few weeks lol.
I'll update later and let everyone know if this fixes the problem. Thanks everybody for their help and suggestions, and if you have some more, please suggest away.
And again, if anyone has an idea on a good brand of motor- I've seen sierra, arco, api, mallory and a host of others, or a good online parts store, please let me know about them and what you think a fair price might be. The current motor is for a 1985 omc stern, it's a "prestolite evd 4002".

If anybody was interested I just replaced the tilt motor Yesterday. Seems to work fine now, actually moves pretty fast up and down, hopefully this fixes the problem because this was all a pain in the rear. Thanks everyone for their help, Ponyyboyy.
