Pitch Question

I just bought my first boat But the prop is in pretty bad shape. The stats on the motor says the WOT should be between 3800 - 4200 Rpms. Im getting 3000 tops, and it takes a while to plane out. Right now I have a 21 pitch prop, and just talked to a guy on the phone that has a 23 pitch. A few post earlier yall said that sounded pretty high for pitch. So now Im concerned, heres what I got.

Would the higher pitch give more power? Ive tried searching the forums for one that explained exactly what the different pitches actually does. I am new at this stuff, and trying to learn all I can. Thanks for any replies.

It does appear you need a prop change.Before making a change be sure the motor is in excellent tune,the throttle plates are opening all the way.And it is running on all cylinders.It does appear to me that something more than prop pitch may be at work.
Assuming the motor can run within it wot rpm range lower pitch(numbers)
give more power less speed, higher numbers more speed less power kind of like overdrive.Your low rpm indicates lower pitch could give more power and speed.
You could get the prop repaired and get some more accurate numbers.
It does appear you need lower numbers.
