if you bypass solenoid and put power to starter and nothing happens deos that mean starter has gone bad?

Make sure the ground cable is clean and tight.
Yes if you apply 12 volts to the starter by bypassing the solenoid the starter should spin.

and if that is done and it still doesn't spin is starter bad?
