4 HP 1987 Johnson Outboard Carb Basic questions

Ok, very new on all this. First time for everything. Bought a boat with a 4 HP on it that runs rough and you constantly have to adjust the choke to keep it running. Revs up and down without you touching the throttle and if it is about to die you have to choke it to keep it running. This thing looks dirty as all get out on the outside so I am assuming this would be characteristic behavior of a dirty carb that needs some TLC.

So I winged taking off the carburator and got it off this engine. I can see no visible build up or anything, but again... my first time so I have no idea what I am looking for.

Now how do I clean this thing? Just soak it as is in some gumout or acetone or do I have to disassemble it further?

Is the behavior I described above caused by the carburator? I ask because I noticed a few other problems (to my untrained eye) on this thing as I took it apart. First, the slow speed adjustment knob was stripped out so it wasn't actually turning the pin. Also, on this motor's choke you can pull it out (like all other ckokes I know) and then you also could twist it clockwise and counter-clockwise that look like it opened a valve into the carburator. This was sheared off and broken on this motor so that valve was obviously stuck in one position. This is a different mechanism than the other engine I have and I don't know exactly what it is for. Buying this thing used, I don't have a manual or and instructions.

On the link above it is part #26 that was broken off. Primer pump shut off. Obviously I am going to replace this and the slow speed adjustment but I would still like some basic instructions on cleaning this carburator. Thanks

The part broken is the tap that turns the fuel on/off when you use an internal tank ... some have internal tanks some do not, some can use internal or external tanks

Best to completely strip the carb to ensure all jets and passages are clear. That will probably entail removing a plug and a lead shot

rebuild using a carb kit .. but get the kit for your particular model before you start .. the availability of some is limited.

Next question, after I disassemble what is best to soak in or is a spray cleaner sufficient?
