Evinrude 40hp manual tilt stuck

Hi, I have an Evinrude 40hp 2 stroke (I guess from 1996) of which the manual tilt is stuck. I read the existing threads, but I'm a bit puzzled what to do, since:
1. I found the cable-end (to operate the cylinder) at the lever end was broken (but never heard it snap...)
2. I can't move the cable-end with a pair of pliers on (versus a pair of pliers on the cable protection)
3. The cylinder is locked in upper position, but has about an inch of play...

Should I:
1. only replace the cable-end, even though I can't get the cable to move? (10$)
2. replace the complete cable and how (is it easy to do/special tools needed)? (100$)
3. is the cylinder broken and does it need to be replace? (+++$)

Or, is there another fix, such that I don't need to replace anything?
