Sounds Identical to a problem my evinrude 90hp was having. I rebuilt carbs Paid special attention to low speed orphices and stepped up my plugs one hotter since i was pre mixing my oil and fuel. took care of that slow speed problem months ago now have a new prob. hope it helps
