2005 yamaha 225 four-stroke

I have a 2005 yamaha 225 four stroke engine that I have had a bogging problem with. The boat runs perfectly at idle and is smooth as it can be but when you get on it boggs down and wont get on plane. When the problem first presented itself I did the usual and changed all of the filters as well as switched to non ethanol fuel. I cleaned the screen in the high pressure fuel pump and pressure tested the fuel rail as well as the low pressure feed. the low pressure pump makes about 16 psi and i have 38-40 psi to the fuel rail. when accelerating the high pressure drops down to 18 psi and i have yet to test the low pressure under load. I am at a loss to what else to check, any help would be greatly appreciated.

you either cant get fuel to the VST due to an air leak or a restriction or the VST filter is clogged in the tank or the high pressure pump is failing.
my money will be on the first two.
