I have a Johnson 1989 28horsepower special engine. I have small engine skills but not experienced with marine engines. I determined the engine has proper spark, compression and that the fuel pump is working. However it has trouble starting. If I open the throttle slightly it starts and continues to run as I move the throttle. My next step is to clean the carburetor... I have few questions:
What are the settings for the carburetor?
What is the unit attached to the carburetor with the red handle?
Where should this handle be set to start with?
Why does the fuel line split before the carburetor?

I have attached two images to show what unit I am asking about.

Does it only have one carb? You definitely need to clean it, and rebuild it using an OEM carb rebuild kit while you're at it. The kit will have replacement gaskets, o-rings, and should have a new float and needle setup. As to why the fuel line splits, someone with more experience that I can answer that.

In your first picture, I believe that is your primer solenoid. The red handle is used when you are rope starting the motor. It should run parallel with the solenoid housing for normal operating.

Also a good idea is to replace your fuel line, and primer bulb if it's been a while since it was ran last. Change the inline fuel filter if it has one. Also carefully inspect your gas tank for any dirt and debris, and make sure you're running fresh has.

One of the master mechanics will chime in on here pretty soon. But now you've got a good start.

Red lever is 180 degs out of correct position, it will run 100% better when you put it where it should be.

BTW, that would be the manual choke/primer lever! If you don't have one, get an owner's manual (outboardbooks.com or Ebay).

I do have a Johnson/Evinrude Outboard Manual Volume II 1971-1985 from when I did small engine repair. Or should I order a manual for the correct year?
From glancing on Amazon the newer manual looks exactly the same...And is the 28 horsepower covered in these manuals...I do not see any specific reference to it.

Thank you for your help and encouragement! I cleaned the carb, emptied the fuel tank and cleaned it, replaced all the fuel lines and added a fuel filter, tested the fuel pump...still had trouble starting...removed the fuel filter because there wasn't one to begin with...adjusted that red handle correctly...removed the carb and took it to a service center...it is correct...put it back on and....Poof! We have power!

I learned that replacing the impeller is considered standard maintenance. And just because you have water pissing out the **** tube does not mean that your engine is being cooled correctly...the water should not be steaming hot nor the flow slow down during idle.

I replaced the water pump...it was disgusting...and blew out all the water lines. Replacing the pump was not difficult...getting the lower end back together was not so easy...but I got.
