90hp merc

my 1986 90hp merc will not shift into gear the cable is moving shift the shift rod inside the motor but prop will not turn.what can i check next?

Time to drop the lower part of the lower unit down and see if the shaft is borke or poped out of place. Ive seen one w. the shift shaft rusted and broke.
