onboard battery charger question

Hey guys...I have a 8amp Guest duel battery charger that says "total power management". I don't have the manuel for this charger and can't seem to find it online either. i'm wondering if it's working right or not. there's a red and green light. When I plug it in to charge the red light comes on for awhile, i'm assuming to discharge. Then both red and green come on for charging, obvious. My question is that once it's charged should the green light stay on or should both turn off. I ask this because normally i charge it and unplug it when it's charged but have left it plugged in for days and the green light never goes out. Other times, like today, I plug it in and it charged but now both lights are out. I don't know if this is normal when it's fully charged or if the thing is not working. I would assume the green light should stay on for a trickle charge. When I unplug it and plug it back in it still doesn't light either light. Thanks for any help

The red means its charging.When the green comes on,youre charged and ready to go.Dont think ive ever seen a charger that discharges battery first.There was one on a bassboat i bought not too long ago.It recently went kaput on me,though.
