1988 25hp merc

My merc won't run or accelerate with the choke off. It starts well, but I need to pull the choke to keep it idling. I've replaced the tank, hose, plugs and had a minor carb cleaning (did not rermove). Any ideas?

My first thought is the carb needs a complete rebuild. Will it run without choke if you continually squeeze the primer bulb?

It helps, but really wants the choke. Also, the bulb isn't as firm as it should be.
