30 hp Johnson outboard: No juice

My problem is the CASING that has the shifter/throttle/choke doesn't seem to want to be removed. There are two very obvious bolts/screws which I thought were holding it together, but when I turn them they simply turn in place. How do I get this control panel apart so that I can replace the ignition switch??? There's a problem with the choke cable as well which I need to take out of the control panel.

I just dremeled the bolts and got some replacements, now the real problem.
I am getting no juice to the starter. The guy before me said it ran with a 6 volt battery, but I thought that might be the problem.

The 6 volt that's in there is good and I checked the ignition switch and the solenoid and they are both receiving 6 volts, but the starter itself isn't getting ANY juice at all.

What should I try next?
