Lost WOT rpm after tuneup

I have a 1989 OMC 3.0L 130hp in a 1989 21' Bayliner Trophy hardtop, 540 hrs on engine. First it was hard to shift so I lowered idle to 650. Now it shifts smooth but will not idle after a hard run so I did a tune up, (points, rotor, condensor, cap, plugs, wires, even a new coil). Now it starts OK, idles OK, even after a hard run, trouble is, it will not come up to full rpm at wot. I used to get 29mph at 4500rpm now I'm getting 21 mph at 4100rpm at wot. I did not check timing with a light or adjust dwell with a meter, just a feeler guage. It feels like it is over propped but nothing else has changed. Just the tune up. Could the timing be off enough with the new points to do this?

Yes.<br /><br />If you want it accurate, use a dwell meter to set the points and then use a timing light.<br /><br />Aldo
