Where are the issue ?

Inside your boat.

This the only thing I can come up with since you don't give us any information to help answer the question. Tell us more.

And welcome to the forum.

You added pics while I was posting.

Could be a cracked head or bad manifold. The head gasket appears to be OK.

OK, this is a new to you boat, right?

If the boat went under water you need a full rebuild and most likely need new CAT's (big dollars)

Sorry the photos are in wrong way

Might be exhaust shutters worn out and someone backed down boat too much or bad manifold/riser. If salt water used boat, manifolds only last 4-6 years. Of antifreeze cooled, risers fail and ooops...

This boat is from a friend, I have a 2015 Larson 258 LXi with Mercruiser 350 MAG

The first thing I did on this 3.0 engine was look at the oil and then remove the spark plugs,

the oil was milk and have water on the cylinder.

Because this I remove the manifold and the head

This a salt water boat used in south Florida , the riser is new and the catalyst was removed before my friend bought the boat

Any ideas for me to test the manifold ?

Fill the manifold water jacket with acetone, then look up into the int/exh ports with a flash light every couple of minutes for leakage, wet line, discoloration. If it's a big crack it will start flowing pretty quick, but a hair line crack could take a bit to leak, and only show up as the surface getting moist/wet.

My manifold had a hair line crack (filling/rusing cyl 3 and 4) and I could only see a moist line, acetone was evaporating almost as quick as it was leaking, but it still leaked enough to fill the rear cylinders. Manifold was probably leaking more when the engine was hot...

that motor needs a full rebuild. either the exhaust went because it was past its replace by time in salt water, or it became hydro-locked due to run-on and it sat.

either way, that is a significant amount of rust inside the motor.

Total salt water cooled motors last 8-10 years her in NW Florida, if they are flushed with fresh water after every trip. The heads usually rust out ot through passages and you get water into combustion chambers. That old of a salt water cooled, go find one to rebuild from a junk yard. Just my 2 cents, since I have been in your shoes. You never did indicate if it was antifreeze cooled?

Sure would like to know how the motor ever ran without the CAT's. There are sensors in the mans which have input to the PCM
