I dont know much about boats and I just got a 16ft boat with an evinrude 70HP, When I got it home I tried it in a tub of water and Im not getting any water pumping out of the squiter thingies in thre back so I didnt run it for to long. but I also noticied gas leaking from where the lowest carb hole, a pretty good amount of gas actually. how much gas is supposed to come out of the carb. (this is with the carb cover pan removed) Bottomline; Im going to change the impeller but is the gas leak normal????

The gas leak isn't normal -- not a feature. The float may need adjusting (bowl overflowing), but you will want to address the leaking issue.

1. Get a manual for the engine.
2. Get a manual for the engine.
3. Get a manual for the engine.
4. The Search function at this site has a ton of info for both of your problems.
5. For specific info for your engine it would helpful if you indicated the year.

Sounds like you need to rebuild the carbs as you may have some crud. Kits are avalilable and it is a pretty strait forward job.

On the cooling - It would be a good idea to put in at least a new impeller if not the entire pump unless you know that was done in the past couple of years. Disassemble to find out exactly what you need.

Would also suggest that you get a "earmuff" to connect to a hose rather than using a tub (unless huge of course) when running on the trailer.
