You have a Type IV electric shift.
Have you drained the lower unit and checked for water?
Connect Batt cables!
Disconnect the green and blue wires from the lower unit at the engine. connect one wire of a volt meter to green wire and the other ground to the engine.
Turn ignition key on, shift forward you should have no voltage. Move the test lead to the blue wire with the shift wire still foward the volt meter shold read no voltage. Move shift lever to neutral still connected to the blue wire no voltage should be indicated.
Now move the test lead to the green wire it should read voltage. Shift to reverse you should have voltage on both the green and blue wire.
If you do not get these readings the problem is in the shift box switch.

Next (ignition key off)connect a ohmmeter set on the low scale to the green wire the other to ground meter should read 5-7 ohms do the same to the blue wire shold read 5-7 ohms..
Bad News if it fails the ohmmeter test time to break down the lower unit.

I would do the checks again. By the way. These lower units use type C lower unit oil. Not standand stuff that you get anywhere. You have to go to a boat dealership parts place or special order online.

PS If you have to ask where the drain hole is, you need a factory service manual ASAP. Help yourself by getting one and learning about your motor. Your motor is a good motor but you need to learn how it works before taking it apart.
