1989 johnson 120 lack of power

HI i have a 1989 johnson 120 hp on a 18.5ft wahoo, we recently purchased. We have changed the spark plugs, put in fresh gas and put her in the water, when we push the trottle all the way forward it does not go fast and will not plane.We have since took her out of the water, looked at the spark plugs and they seem to be dirty already.<br />We looked at the carburator and there was some gas on the cover but for the most part they look clean. Any suggestions? thanks
