1983 90hp Johnson compression

I am re-building my 90hp johnson that was seized and am at a crossroad in the compression department. I un-seazed the motor and cleaned out the cylinders and put on all new head gaskets, intake gaskets, exhaust gaskets and reed gaskets. I have not put the carbs back on yet but tried to check compression and didn't get good numbers. Do the carbs need to be on to get accurate compression?? Also what should the compression be on those cylinders? It is a crossflow V-4 90hp that is bored out 2 over. Also will it have low compression on cold cylinders and cold rings that have not seen spark in 1 1/2 years? Any help is appreciated.

not sure if accurate but 40,55,75,45<br />This is without the carbs on. I can hear air moving in and out at the reeds, is this a problem for accurate compression??
