'99 Johnson 70 Lower Unit problem

I just recived a new lower unit it takes all but 5 minutes to hook up...My problem is my linkage or something is off...Before I hook it up to my shifter I can move the link lever forward and the prop is in drive, move it to the middle and the prop is in neutral, back prop is in reverse...all set right??? but when I hook the lever to my shifter and shift into gear it is in neutral, neutral is in gear and reverse is reverse??? I have been at it for days...the other thing I noticed is that the shifter rod does not shifter down if it is srewed all the way into the lower unit??? I have to back it out a few threads...is this normail or am I just an idiot???

That shift rod has a certain height that it must be set in neutral. Get a manual or call your dealer and find out the exact height requirement for that shift rod. Once it is set to the proper height then you can install the lower unit. Good Luck

So before I install it the shift rod needs to be in neutral correct??? I have been installing it with the shift rod in reverse

The Manual reads.<br /><br />UNITS SINCE 1978<br />Model 60, 70, 75hp --21.72" (55.17cm)<br />(From top of the water pump housing)<br /><br />That should be in reverse.
