1992 v-4 runs then floods

the engine is a 1992 120 evinrude. The problem is when you first plane off and trim out the engine will reach 4800 rpms and maintain those rpms for about 10 seconds, then it will bog until it dies unless you back off the throttle. Now if you let it bog till it dies, then try to crank it, the engine wont crank unless you lift the fast idle lever all the way. It will then clear up and do a perfect repeat of before. The plastic carbs are clean as well as the throttle bodies. New plugs. New stator. New fuel lines. New gas. Any ideas? Also,if i only run at 3/4 throttle, the engine runs fine.

When it starts to bog and you pump the bulb, what happens?

it has an electric pump with check valves built in. I removed the air baffle cover and visually could see the carbs jetting good. I installed a new stator and no change, now i am stuck with this stator. oh well, any ideas?

Whats the fuel pressure set at? Which electric pump? What do you mean "with check valves built in"?

Running a looper with the air silencer cover off will cause the motor to run very very lean.

If the engine will run at 3/4 throttle position all day until you throttle past that point ,a few things could be the culprit. Here's some things to check .#1 Fuel pump pressure as mentioned above # 2 Restricted carburetor high speed circuit/s, # 3 fuel flow issue at higher rpms(fuel tank venting problem} or restricted pickup tube, # 4 link and synch out of adjustment(carb flaps not opening fully horizontal or past in relation to ignition timing curves. At full throttle positon, insure that timer plate advances all the way to its rubber stop at the same time the carb flaps are fully open. You can check this with the engine not running if you have an assistant spin the prop slowly while shifting throttle into forward.
