The clutch dog which slides between the two gears on the propshaft locks the gears to the turning of the shaft. <br />In neutral the dog is between both gears and not touching either, so both gears just spin on the shaft. <br />In reverse, the dog slides over and engages the gear nearest the propeller and prevents it turning freely on the propshaft (since the dog can't turn due to the splines on the propshaft). The forward gear continues turning in the opposite direction of the driveshaft.<br />In forward, the dog engages the gear away from the propeller and locks it to the turning of the propshaft. Often, you'll see a superior bearing arrangement on the propeller side, or 'reverse' gear since it is normally turning opposite to the propshaft. Afterall, the outboard is normally used in forward.<br /><br />Hope that explains it!<br /><br />EDIT - missed that other question. Have you tried adjusting the idle mixture control on the carb? Does it 'do' anything? If not, go after the carb again focusing in on the idle circuit. Poke clear the tiny idle orifaces in the carb's throat near the throttle butterfly. Be gentle with them though.
