1979 evinrude 75hp I replaced the switch and checked all conections and pulled plug at powerpack to check black and yellow wire I donget a reading with my meter or maybe im not hooking it up right. motor wont shut off

Check the connectors. Sometimes a pin pushes out of position. Sometimes a power pack can fail with that result, but operate well otherwise. Also check the ground on the switch as that provides the path to ground to kill the spark.
