I have a 2000 50hp Johnson that won't idle and cuts off when trying to idle. Almost sounds like it is flooding out. Prior work was done because it would not run at anything above idle. Boat shop said VRO pump was problem and put on regular fuel pump. Also, thermostat removed at boat shop recommendation. Did not fix problem and carbs were cleaned and found trash in one. Solved high speed problem, but introduced idle problem. VRO pump was returned to service. Idle problem still exists with new plugs installed.

Could it be an undertemp problem since thermostat is out? Or, could it be an air/fuel adjustment problem?

Yep, they said that the tstat tended to stick and would cause overheating which could cause powerhead problems.

Check the pulse hose to the VRO pump, the starter rubs a hole in the hose. Reinstall OEM thermostat.

Try pulling the t-stat out of your car and see what happens, I agree with the above, put a new t-stat in there. Why wouldn't the VRO just have been replaced with a new one instead of with a straight fuel pump? Did you get any explanation as to what was wrong with the VRO and why it would be causing your engine to not go higher than idle RPM. I think your best fix is to get a new mechanic.
